Peaceful empires

Any race except the Dark Elves and depending on the number of attacks you perform per day, will increase their warfare index. If you manage to keep the war index low (15% or less) you will automatically enter the peaceful empire status and you will obtain interesting benefits.

This applies only when your empire has 500 or more points.
